About this scheme

For profitable startups with mature products or services that are expanding sales, entering new markets and building the systems needed for growth. Financial-institution support is combined with a state subsidy and business development assistance.

Who can apply?

  • A profitable business with at least three years of operations and audited financial reports.
  • The applicant must be above 18 and a Manipur domicile. For a promoter group, at least one promoter must be domiciled in Manipur and be the main applicant.
  • Private limited company, LLP or registered partnership; no more than ten years since registration.
  • Annual turnover below ₹100 crore.
  • No more than ₹10 lakh of previous monetary assistance from central or state schemes, supported by a declaration.

Funding and benefits

  • Eligible project cost up to ₹1 crore.
  • State subsidy: 30%, capped at ₹30 lakh.
  • Bank loan: 65%; entrepreneur’s margin contribution: 5%.
  • Mentoring, incubator or accelerator access, market connections and product showcases.
  • Other applicable state fiscal incentives and relevant government scheme benefits may be available.

Documents to prepare

  • Applicant PAN and business PAN.
  • Business registration certificate.
  • Audited balance sheet and profit-and-loss statement for the last financial year.
  • Income-tax return for the last financial year.

Your application checklist

Registration and verification

Keep your Aadhaar number, Aadhaar-linked phone, an active SMS-enabled mobile number and a working email address ready. The portal uses OTP verification for phone and email.

Applicant and contact information
  • Name, date of birth, gender and applicant category.
  • Postal address, district, constituency and PIN code.
  • Full-time working status, PAN number and PAN copy.
  • Active mobile number and email address.

Founder details also include education, work experience, phone, email and permanent address.

Business information and proposal
  • Business name and address; registration type, number and date, with the certificate where applicable.
  • Product or service, intended customers and customer type (B2B, B2C or B2G).
  • Competitors, the problem being solved and industry category.
  • Proposed solution, how it differs from alternatives, technology used (developed or acquired), and revenue model.
  • Requested investment band: ₹1–5 lakh, ₹5–10 lakh, ₹10–20 lakh, ₹20–50 lakh or ₹50 lakh–₹1 crore.
  • Explain how investment will be used, and provide a website if available.
Financial information
  • Last financial year’s sales turnover, net profit, total assets and total debt.
  • Audited balance sheet, profit-and-loss statement and income-tax return.
  • Keep the longer document history listed above ready where required.

How to apply

  1. Check the category. Compare the criteria and prepare the listed documents.
  2. Register or sign in. Use the official portal and complete OTP checks.
  3. Complete your proposal. Supply contact, business and financial details relevant to your category.
  4. Review and submit. Follow the portal’s current instructions and retain your application reference.

Before you submit

  • The official portal permits only one application per applicant.
  • Previously selected Revenue or Stand Up beneficiaries are not eligible to apply again.
  • Previously selected Idea Stage beneficiaries cannot reapply in Idea Stage.
  • Previously selected ESS beneficiaries cannot apply in Idea Stage or CMESS.
