About this scheme

The Chief Minister’s Entrepreneurship Support Scheme encourages self-employment in rural and urban Manipur. It supports bankable ventures in areas such as agriculture, horticulture, food processing, livestock, handloom, handicrafts, retail, tourism, services and manufacturing. Training and mentoring help new entrepreneurs build scalable businesses.

Who can apply?

  • An unemployed Manipur domicile, older than 18 and younger than 65.
  • Only one applicant per family, with a declaration.
  • No default to a nationalised bank, financial institution or cooperative bank.
  • Previous central or state support must not exceed ₹10 lakh.
  • Applicants must not have already received subsidy under Startup schemes, PMEGP, CMESS or similar schemes.
  • A registered business no older than two years; older existing businesses are excluded except approved homestays.

Funding and benefits

  • Projects up to ₹10 lakh.
  • One-time, non-refundable state subsidy of 30% on bank-approved project cost.
  • Bank lending covers 65%; the entrepreneur provides 5% margin money.
  • Training and mentoring alongside support for a commercially viable livelihood.

Documents to prepare

  • Applicant PAN card.
  • Business registration certificate.

Your application checklist

Registration and verification

Keep your Aadhaar number, Aadhaar-linked phone, an active SMS-enabled mobile number and a working email address ready. The portal uses OTP verification for phone and email.

Applicant and contact information
  • Name, date of birth, gender and applicant category.
  • Postal address, district, constituency and PIN code.
  • Full-time working status, PAN number and PAN copy.
  • Active mobile number and email address.
Business information and proposal
  • Business name and address; registration type, number and date, with the certificate where applicable.
  • Product or service, intended customers and customer type (B2B, B2C or B2G).
  • Competitors, the problem being solved and industry category.
  • Proposed solution, how it differs from alternatives, technology used (developed or acquired), and revenue model.

Mention any innovation awards received. For an existing registration, check the two-year age requirement.

How to apply

  1. Check the category. Compare the criteria and prepare the listed documents.
  2. Register or sign in. Use the official portal and complete OTP checks.
  3. Complete your proposal. Supply contact, business and financial details relevant to your category.
  4. Review and submit. Follow the portal’s current instructions and retain your application reference.

Before you submit

  • The official portal permits only one application per applicant.
  • Previously selected Revenue or Stand Up beneficiaries are not eligible to apply again.
  • Previously selected Idea Stage beneficiaries cannot reapply in Idea Stage.
  • Previously selected ESS beneficiaries cannot apply in Idea Stage or CMESS.
