About this scheme
Startup Manipur’s Idea / Proof of Concept category supports innovative, scalable ideas through prototype development, product trials and market entry. Individuals and enterprises can receive mentoring and access to incubation facilities before seed-funding recommendations are made.
Who can apply?
- Manipur domicile; the official application portal specifies domicile by birth.
- Age above 18 years.
- An innovative business idea with scope to scale.
- Previous financial support from central or state schemes must not exceed ₹10 lakh; a declaration is required.
- If already registered, the business registration field specifies an age of no more than two years.
Funding and benefits
- Seed funding up to ₹3 lakh, described as two instalments of ₹1.5 lakh.
- Incubator mentoring, laboratory and facility access, and monitoring of grant utilisation.
- Funding recommendations follow at least three months of incubator handholding. The benefits list separately describes mentoring up to three months; confirm the applicable schedule during selection.
- The policy envisages access to universities, libraries, government laboratories, centres of excellence and public-sector facilities for selected ventures.
- Patent filing and prosecution costs may be reimbursed under the applicable state policy.
- Recognition of an individual enterprise as a startup follows completion of incubation, satisfactory use of the grant and registration as an Indian private limited company, partnership or LLP.

- Applicant PAN card.
- Business registration certificate, if already registered.
Your application checklist
Registration and verification
Keep your Aadhaar number, Aadhaar-linked phone, an active SMS-enabled mobile number and a working email address ready. The portal uses OTP verification for phone and email.
Applicant and contact information
- Name, date of birth, gender and applicant category.
- Postal address, district, constituency and PIN code.
- Full-time working status, PAN number and PAN copy.
- Active mobile number and email address.
Business information and proposal
- Business name and address; registration type, number and date, with the certificate where applicable.
- Product or service, intended customers and customer type (B2B, B2C or B2G).
- Competitors, the problem being solved and industry category.
- Proposed solution, how it differs from alternatives, technology used (developed or acquired), and revenue model.
Mention any innovation awards received. For an existing registration, check the two-year age requirement.

- Check the category. Compare the criteria and prepare the listed documents.
- Register or sign in. Use the official portal and complete OTP checks.
- Complete your proposal. Supply contact, business and financial details relevant to your category.
- Review and submit. Follow the portal’s current instructions and retain your application reference.
Before you submit
- The official portal permits only one application per applicant.
- Previously selected Revenue or Stand Up beneficiaries are not eligible to apply again.
- Previously selected Idea Stage beneficiaries cannot reapply in Idea Stage.
- Previously selected ESS beneficiaries cannot apply in Idea Stage or CMESS.
